How to resize a scanned certificate for an exam form

Scanned documents are usually too big
A phone photo or a colour scan of a certificate is often several MB. Document upload fields cap each file, commonly well under 1 MB, so the raw scan will not go through.
Keep it readable
Every line of a certificate — name, number, seal, signature — has to stay legible after resizing. If it blurs, raise the target size or rescan in black and white at 200–300 DPI, which is smaller than colour.
Right format
